July-August 2010: CFK completes a Technical Assessment of the “Centre Espoir de Koundoul pour l’Enfance”

Co-funded by the Chadian Ministry of Education and Caring for Kaela, CFK completed a technical evaluation of Chad's oldest Psycho-social Rehabilitation Center ("Le Centre Espoir de Koundoul pour l'Enfance" - CENEKE). In collaboration with the Ministry of Social Action, the evaluation Team, composed of CFK’s Executive Director, an international Engineer, local experts and three local CFK staff, completed a three pronged technical assessment.

The Team (1) measured the parameters of the property and determined land-ownership; (2) assessed the structural soundness of the 15 buildings currently vacant; and (3) compiled socio-economic data on the city and inhabitants of Koundoul as well as information on the management dynamics that led to the Center’s closure in 2007. The final report established the cost of rehabilitating the structures already in place and re-opening the program.

CFK was helped by “Ralph Prince Enterprises" who completed all the architectural plans and specifications for the project. Ralph took it upon himself to pay for his own flight and hotel and do the evaluation for free. Praise God!

The CENEKE is located on 126 acres (51 hectares) and sits on the border of the Chari River.

Over 18 months, an independent contractor will be responsible for rehabilitating 6 buildings (the administration, 2 vocational centers, 2 dormitories, and an auditorium), adding sections on 2 buildings (the infirmary and the primary school) and building 6 new buildings (4 latrines and 2 new dormitories). 5 vocational classrooms and an entire cycle of a primary school will be located on-site. 2 new dormitories will be added to allow for a total residential capacity of 200 children and off-site services for over 1000 youths. Contractors committed to using local resources (Koundoul) will be favored in the selection process.

Caring for Kaela is now seeking funds to build the Chadian government’s capacity to re-open the program. CFK will engage implicated government structures, i.e. the Ministry of Social Action, Agriculture, Herding, Justice and Defense, in the development of a comprehensive and fiscally autonomous program; build the capacity of the Ministry of Social Action to define it’s vision and develop a sound management system for the CENEKE; create dynamic partnerships between the Center and the community in Koundoul; develop sustainable reintegration strategies for at-risk youths; and ensure quality control during the duration of the construction.

This will require a satellite office in N’Djamena to ensure proper linkage between the services rendered in Koundoul, suppliers and the Government of Chad.
